State students to study Nanhi Chhaan, Shagun

Under the leadership of cabinet minister Sikander Singh Maluka, a programme is on to teach Class-8 students in Punjab the Akali campaigns of Nanhi Chhaan and Shagun as social works for the uplift of women. After the library-books and science-kits scams last year, the state education department has made children again the instrument of pleasing its political masters.
The new chapter includes pictures in which chief minister Parkash Singh Badal is distributing Shagun (financial assistance for marriage) cheques, besides bicycles in schools under the Mai Bhago Scheme. "It's no violation of the model code of conduct for elections," said education minister Maluka, without a satisfactory answer to why the central schemes were excluded.
The Nanhi Chhaan (girl-child protection) mission of Bathinda parliamentarian Harsimrat Kaur Badal, gets special treatment in the fresh syllabus for the academic session 2014-15, revised almost a month before the parliamentary election on April 30. The CM's daughter-inlaw contests again from the same constituency.

This Class-8 textbook with new visual content is being distributed free of cost in schools with the approval of the Election Commission of India. The book defines the objective as propagating recent social schemes.
Asked to explain, Maluka said the syllabus must be revised every year and there was no har m in throwing in brief introduction to the state-run social welfare schemes. "The students should have all this information," he said.
The fresh additions to social science chapter 30, "The contribution of the government in social area; and its effects", however, carry the schemes in not brief but full detail, with two photographs of the CM thrown in where one would suffice.
Reacting to it, Congress leader Brahm Mohindra said his party would move the ECI. "Under directions from the RSS (radical organisation Rashtriya Swayamsewak Sangh), the Bharatiya Janata Party had made changes to several history textbooks in the past," he said, "and now the Shiromani Akali Dal is following in the footsteps of its ruling-alliance partner in Punjab.

First women joining Palestinian commando unit

JERICHO, West Bank (AP) — Palestinian women in combat fatigues and headscarves rappelled down a six-story tower, fired assault rifles at imaginary terrorists and in a drill straight out of the movies bundled a would-be VIP into a car and sped off after a shooting.
The 22 future commandos are trailblazers in a still largely male-dominated society, set to become the first female members of the Presidential Guards, a Palestinian elite force of 2,600 men. Their inclusion is the result of gradual changes in the West Bank in recent years.
Some gender barriers have fallen, with a few women assuming posts as mayors, judges and Cabinet ministers or starting their own businesses. At the same time, unemployment is on the rise, and families are more open to women entering non-traditional jobs if it means another paycheck.
Women make up just 3 percent of 30,000 members of the Palestinian police and other security agencies in the West Bank, but there's a push to recruit more, said Brig. Rashideh Mughrabi, in charge of gender issues in the National Security Forces.
The female Presidential Guards recruits were picked from last year's graduating class of Independence University, a four-year security academy in Jericho that trains future officers.
For graduate Kurum Saad, the appeal was immediate. As a female officer, her traditional role would have been in administration, but she wanted adventure.
"I didn't want to sit in an office," the 23 year old said. "Since I was a little girl, I loved shooting and sports."
On Sunday, Saad and the others in her group put on black combat boots, camouflage uniforms and pulled black ski masks over the headscarves to show journalists what they'd learned in their special training.
Several women, including non-swimmers, were asked to jump into a pool as a show of courage. They dove in in full uniform, including boots, and one had to be pulled out by a lifeguard.
Six women, including Saad, rappelled down the six-story tower in pairs. Saad said she excels at sharp shooting but for months was terrified of heights. She said that during training in Jordan with local commandos, she overcame her fear. Sunday, she swiftly made her way down, smiling as she touched ground.
Saad said she relishes her role of opening doors for other women. Her father is proud of her and her little sister is eager to join the Guards, she said.
All but two of the female Guards, including Saad, wore black headscarves, reflecting a growing trend among Palestinian women to cover their hair because of tradition, Muslim religious observance or social pressure.
As the women performed their drills at the walled Presidential Guards training complex in Jericho — having been called back from a break for the occasion — hundreds of young men waited in line outside in the brutal desert sun.
They had responded to ads announcing the Guards wanted recruits, but faced a tough selection process, with only a few dozen of the tallest and fittest being chosen.
The Presidential Guards were established under the late Yasser Arafat, the globe-trotting Palestinian leader. Arafat spent most of his life in exile but returned to the Palestinian territories in 1994, as part of interim peace deals with Israel, and set up a self-rule government.
Under Arafat's often-chaotic rule, various security branches grew in size, with often overlapping or competing assignments. After Arafat's death in 2004, the U.S. and Europe stepped in, training and equipping some of the units as part of an attempt to rein in vigilantes and militants.
Under Arafat's successor, President Mahmoud Abbas, the Guards are engaged in personal protection, including of visiting dignitaries, but are also trained for anti-terrorism missions.
For now, the female Guards are only being drawn from the West Bank. In the Gaza Strip, which is not under Abbas' control and is ruled by the Islamic militant Hamas, about 400 women serve in the 16,000-strong security forces. They have undergone some training, including in martial arts, but work mostly in administrative jobs, including as border control officers and an anti-drug unit.
The West Bank, Gaza Strip and east Jerusalem were captured by Israel in 1967 and are sought by the Palestinians for a future state.
The Palestinian security force training was meant to help prepare the people for statehood, yet independence remains elusive, with the latest U.S.-led mediation mission appearing to be on the verge of collapse.
Some of the new female Guards say they believe they are serving their homeland, but in the short term there's also the draw of travel and adventure. On Sunday, they filled out European visa applications for a training session in Italy. Meanwhile, Italian and French trainers are to come to Jericho to teach them stunt driving and more personal protection skills.
The women are to start work at Abbas' compound in the West Bank city of Ramallah in the summer. They'll live in separate quarters from those of the men, but their work will be the same: personal protection, especially if there are female dignitaries or wives of male visitors.
Rami Sammar, 23, one of their male colleagues, said he's watched the women train and is impressed. "The way I see them, they are performing no less than us, the guys," he said.

Afghan policeman shoots dead AP reporter Niedringhaus

Two journalists working for the Associated Press news agency have been shot by a police commander in eastern Afghanistan, officials say.
One of the women, Anja Niedringhaus, died in the attack. Her colleague, Kathy Gannon, is reported to be stable.
The attack took place in the town of Khost near the border with Pakistan.
It comes as Afghanistan intensifies security ahead of presidential elections on Saturday, in response to threats of violence by the Taliban.

The new president will succeed Hamid Karzai, who has been in power since the 2001 fall of the Taliban but is constitutionally barred from seeking a third consecutive term.
The BBC's Lyse Doucet in Kabul says the run-up to this historic poll has already been the bloodiest, and fears of electoral fraud are pronounced.
'Heartbroken'
The two journalists had been travelling with a convoy of election workers - protected by Afghan security forces - delivering ballots from the centre of Khost to the district of Tani, on the outskirts.
They were in their own car with an interpreter and an AP freelancer, AP says.
The freelancer said they had arrived in a heavily guarded compound shortly before the shooting.
As they were waiting in the back seat of the car for the convoy to move, a unit commander shouted "Allahu Akbar" (God is Great) and opened fire on them, the freelancer told AP.
He then surrendered to the other police and was arrested, the agency adds.
Anja Niedringhaus, 48, a German photojournalist who was part of a team that won the Pulitzer Prize for their coverage of the war in Iraq, was killed instantly.

Canadian-born Kathy Gannon, 60, who had been the AP's bureau chief in Afghanistan for many years and is currently a special correspondent for the region, was shot twice.

She underwent surgery and is said to be in a stable condition.
"Anja and Kathy together have spent years in Afghanistan covering the conflict and the people there," said AP executive editor Kathleen Carroll.
"Anja was a vibrant, dynamic journalist well-loved for her insightful photographs, her warm heart and joy for life. We are heartbroken at her loss."

President Karzai expressed his sadness at the incident and pledged to carry out a full investigation.
Interior ministry spokesman Sidiq Siddiqi says it may have been a case of mistaken identity
The interior ministry said the officer who shot the women had commanded a police unit, which had been under 48 hours of mortar attack from insurgents across the border in Pakistan.
He may have mistakenly thought the car was carrying insurgents as the police were unaware that the journalists were travelling in the area, interior ministry spokesman Sidiq Siddiqi said.
The district lies on the border with Pakistan's Waziristan region, with the Pakistan-based Haqqani network strong and influential in the area.
Violence has increased across Afghanistan in recent weeks, ahead of the election, and foreign reporters have been among the victims.

Key questions ahead of the vote

The BBC's Afghanistan correspondent, David Loyn, says the election is being protected by the biggest military operation since the fall of the Taliban - with the deployment of nearly 200,000 troops.
Rings of security have been set up around each polling centre, with the police at the centre and hundreds of troops on the outside.
There are eight candidates for president, including former foreign ministers Abdullah Abdullah and Zalmai Rassoul, and former finance minister Ashraf Ghani Ahmadzai.
If nobody wins more than 50% of the vote, a run-off election will be necessary.

A new president may give the US a chance to repair relations with Kabul, which dropped to an all-time low with Hamid Karzai late last year when he refused to sign a bilateral security agreement that would allow up to 10,000 troops to stay in Afghanistan when Nato combat missions end this year.

Women's issues missing from poll campaign in Haryana

"Who talks about us sahab (sir)?" said Noor Begum and walked away towards her house through the dusty roads of Mewat. And probably her statement best highlights where women's issues stand in the 2014 Lok Sabha elections in the male- dominated Haryana which has the worst sex ratio in the country.
It's clearly a no women's land and all the major political parties – whether BJP, Congress or the Indian National Lok Dal (INLD) – in the fray talk about women's issues with none having any solid concrete vision to put forward to the voters regarding them.
It's not only women issues that are absent from the poll festival, the major parties have not even given enough tickets to women. For the 10 Lok Sabha seats, Congress and INLD have given ticket to one woman candidate each while BJP has fielded none.
Also, Congress and INLD's candidate got ticket due to their political lineage rather than their gender. Congress's women candidate from Bhiwani – Mahendragarh seat Shruti Choudhry – is granddaughter of Chaudhary Bansi Lal, who was a freedom fighter, a senior Congress leader and former chief minister of Haryana. INLD's Kusum Sherwal, who is contesting from Ambala seat is wife of INLD's secretary general Ashok Sherwal.
Aam Aadmi Party, which is contesting all 10 seats, has given ticket to only one woman – Balwinder Kaur from Kurukshetra constituency. Balwinder Kaur is wife of Bharatiya Kisan Union state president Gurnam Singh. Overall, among the 230 candidates fighting for 10 seats in Haryana, only four per cent are women.
So just like the women candidates, their issues are also missing from numerous political rallies, meetings and jansabhas across Haryana -- whether it is NCR area of Faridabad or more rural areas such as Mewat, Bhiwani, Hisar or Karnal.
Senior advocate and INDL's candidate from Faridabad seat, RK Anand, told dna, "Women's security is an issue in this area as you can see a change when you step into Faridabad from Delhi."
However, the issue probably does not hold much importance for the party, as it was evident in a political meeting that Anand attended half an hour later with INLD chief Om Prakash Chautala's grandson Digvijay Chautala. They discussed many issues, including Congress's misrule and about izzat (respect) of his grandfather who is in jail but there was not a word about women's issues.
There were a few woman who were standing at a corner of the programme with their faces covered. Speaking to dna, they said the decision to vote for a particular candidate is taken by the head of the family who is unmistakably a male.
Thus problems like sanitation for women, literacy, crime against women are off the radar of political parties.
The gravity of the situation becomes quite clear in inner rural regions of Haryana such as Mewat, Mahendargarh and Bhiwani and others.
In Badhra area of Mahendargarh, a woman Sarita Singh, said that basic problems like lack of toilets are one of their main issues.
"Sometimes, we have to hold on and wait for going to toilet until it becomes dark so that no untoward incident happens and we are not exposed to anyone. We just want political parties to provide us basic facilities. But we are forced to vote as per the orders of elders in the families," Savitri said.
Haryana Janhit Congress, which is led by Bhajan Lal's son Kuldeep Bishnoi, is also no different. HJC's Kamal Singh Pradhan said, "Safety of women and sex ratio" are the most important issues for them. He, however, admitted that political campaigns in Haryana do not have any special focus on women.
As per 2011 census, Haryana had the dubious tag of having India's worst sex ratio with only 879 females per 1,000 males compared to the national average of 943.
Decline in female population has resulted in men 'buying' women for marrying from states such as Chhattisgarh and north eastern parts of the country. But they are shy to admit the same and often introduce them as their field workers.
"At many places, men have bought women for marriage. But they are not open to talking about it due to fear of being ridiculed or made fun of in the society," said Dharmendra Kumar of Bhiwani.
Political parties only talk about women when they are repeatedly asked or pressed about it. But none of them has turned it into a big issue in their fight.
BJP's candidate from Karnal constituency, Ashwini Kumar, also was speechless when asked about women issues that he is highlighting in his election campaign.
"We are fighting for development of everyone. Our main issue is development. Villagers here are innocent and there is nothing for them," Kumar, who himself is an owner of a newspaper, told dna when asked about women issues in his campaign.
But interestingly, his campaign is being run by his wife, sister-in-laws and other women of the family.

State students to study Nanhi Chhaan, Shagun

Under the leadership of cabinet minister Sikander Singh Maluka, a programme is on to teach Class-8 students in Punjab the Akali campaigns of Nanhi Chhaan and Shagun as social works for the uplift of women. After the library-books and science-kits scams last year, the state education department has made children again the instrument of pleasing its political masters.
The new chapter includes pictures in which chief minister Parkash Singh Badal is distributing Shagun (financial assistance for marriage) cheques, besides bicycles in schools under the Mai Bhago Scheme. "It's no violation of the model code of conduct for elections," said education minister Maluka, without a satisfactory answer to why the central schemes were excluded.
The Nanhi Chhaan (girl-child protection) mission of Bathinda parliamentarian Harsimrat Kaur Badal, gets special treatment in the fresh syllabus for the academic session 2014-15, revised almost a month before the parliamentary election on April 30. The CM's daughter-inlaw contests again from the same constituency.

This Class-8 textbook with new visual content is being distributed free of cost in schools with the approval of the Election Commission of India. The book defines the objective as propagating recent social schemes.
Asked to explain, Maluka said the syllabus must be revised every year and there was no har m in throwing in brief introduction to the state-run social welfare schemes. "The students should have all this information," he said.
The fresh additions to social science chapter 30, "The contribution of the government in social area; and its effects", however, carry the schemes in not brief but full detail, with two photographs of the CM thrown in where one would suffice.
Reacting to it, Congress leader Brahm Mohindra said his party would move the ECI. "Under directions from the RSS (radical organisation Rashtriya Swayamsewak Sangh), the Bharatiya Janata Party had made changes to several history textbooks in the past," he said, "and now the Shiromani Akali Dal is following in the footsteps of its ruling-alliance partner in Punjab."
